My last post!!!!!!!!!It is with a very heavy heart that I will be closing down my Vote Gerard site. A lot of us didnt agree with Gerard's final decision but my loyalty to him must overide everything else, including my feelings.

Statement on the 2010 UK Independence Party leadership election from Gerard Batten MEP and Tim Congdon

Tim Congdon and Gerard Batten have decided to combine forces in a bid for the leadership of the UK Independence Party, in the forthcoming leadership election. As explained in an open letter to his supporters, Gerard Batten – the MEP for London – has decided not to seek the leadership himself, but to support the candidature of Tim Congdon. If Tim Congdon is elected as Leader of the UK Independence Party, Tim will appoint Gerard as his Deputy Leader and Head of Policy Development.

Gerard Batten’s reasons for this move are given in the accompanying open letter. Gerard came second in the 2009 Leadership Election with 26% of the vote, and is one of the most popular and respected figures in the UK Independence Party. He was one of the party’s founder members in September 1993 and is currently Party Spokesman on Justice and Home Affairs, Immigration and Islamism.

Tim Congdon is one of the UK’s leading economic commentators and served, as an economic “wise man”, on the Treasury Panel of Independent Forecasters – the forerunner of the Bank of England’s Monetary Policy Committee – between 1993 and 1997. He was appointed CBE in 1997 for services to economic debate. Tim has for almost 20 years been noted for his Eurosceptic views and, in particular, for his opposition to the introduction of the single European currency in the UK in the 1990s.

In his welcome for Gerard’s decision, Tim said,

I am absolutely thrilled that Gerard has decided to combine forces with me in my bid to become leader of UKIP. We are both horrified by the surrender of the British people’s freedoms to European Union bureaucrats in a foreign capital and the immense damage now being inflicted on the UK’s economy by its EU membership. We will work together in the challenging political task of taking the UK out of the EU.

I could not have found a better partner in my leadership bid. I look forward to working with Gerard in the next four years, in the run-up to the 2014 European elections, and perhaps also in the next general election. We both believe that the Leader of UKIP must concentrate his efforts on campaigning in the UK, and not be distracted by what is happening in the European Parliament in Brussels and Strasbourg. I see this very much as a joint leadership bid. We will work together closely as a team.

UKIP MEP Gerard Batten has hit out at the Government for "actively considering the best way of implementing" votes for prisoners.

"Under pressure from the Council of Europe Britain is now going to introduce votes for cons," Mr Batten said.

"At no point have the law abiding people of Britain been asked about this, because we know what the answer would be."

"The previous government ignored this for yours and that is what the Coalition Government should do now. It is an utter nonsense that criminals should retain the right to elect those who make the law. It is an affront and an insult to the law-abiding".

"If you are in prison, if you have broken the law, then your liberties are curtailed. After your sentence is served, then you are again a full member of society," he said "But the loss of those rights is entirely the fault of the criminal. If they want the full freedoms of being a British citizen, including the right of suffrage, then they shouldn't commit the crime."

"Of course there would be no question of criminals getting the vote in Britain if it wasn't for our entanglement in the legal systems of Europe."

Gerard Batten is paid the same salary as a UK Westminster MP at £64,766 per annum.

A compulsory contribution of 11% is taken for the UK Parliamentary Pension Scheme.

As a re-elected MEP in June 2009 he had the option of taking the increased salary of €91,983.72 per annum (about £83,622) to stay on the old salary scale. The new salary was compulsory for new MEPs but optional for returning MEPs. The decision of returning MEPs to choose either option is irrevocable under the rules.

Gerard Batten opted to remain on the old lower salary saying, “in a time of economic crisis when many of my constituents are in fear of losing their jobs, and when politicians’ reputations have never been lower, I did not feel it would be justified to take an increase in salary of almost £19,000 per annum.

By taking this decision he also deprived himself an additional European Parliamentary pension, the contributions to which were worth in the region of £1,000 per month and are paid by the tax-payer.

Gerard said, “In times when people are fearful of losing their pensions how could I justify taking a pension that is not available to my constituents and for which I do not have to pay contributions?”

Daily Allowance
MEPs are paid a daily allowance of €298 per day to pay for accommodation, meals and living expenses etc.

General Expenditure Allowance. This is currently over £42,000 per annum, paid in montly installments of around £3,512 - subject to exchange rate fluctuations. This allowance is to fund the running of a constituency office and cost related to carrying out the duties of an MEP.

Secretarial Allowance
This was recently increased (backdated to May 2010) to £211,516 per annum, paid in montly installmens of £17,604, and is for the payment of a paying agent, employees and self-employed Service Providers (e.g. assistants and researchers). Salaries and fees are paid directly to a properly qualified paying agent or directly into the accounts of self-employed persons by the European Parliament on the provision of invoices. MEPs do not handle this money directly.

Good morning ladies and gentlemen, thank you for your warm welcome. I am not going to use this opportunity to promote my candidature for UKIP’s leadership. As most of you will know I stood in last year’s contest and I came second after Lord Pearson. I have declared my intention to stand this time and I will tell you my programme at the appropriate time and place.

What I will do now is to tell you about how the European Union is creating its own system of criminal law. The EU is in the process of creating its own police-state.

Some people on our side of the anti-EU argument sometimes see Britain as a hapless victim of the European Union. The EU does bad things to Britain and our Governments are somehow hoodwinked or outwitted by perfidious EU officials at each new stage of the integration process. This is simply not true. Successive British governments have been willing participants, and indeed prime movers in driving forward the whole process of creating what is effectively a United States of Europe.

I won’t detail here the betrayal of Britain by every Conservative Government since 1972 in moving forward the EU’s agenda while pretending to do the opposite. Let it suffice to say that at any stage of the process Conservative Governments could have withheld their consent from the Treaties and prevented the massive transfer of powers to the EU. They could have stopped the EU in its tracks. Instead they oiled tracks pointing in the direction of ever closer political union.

The Labour Governments of Tony Blair and Gordon Brown merely carried forward the process mapped out by the Tories to its intended and logical conclusion. Under Labour giant strides were made to transfer more powers under the Amsterdam and Nice Treaties and pave the way for a final European Constitution.

We all know what happened to the Constitution and it was replaced by a 99% the same, but somehow different, Lisbon Treaty. Our current situation is of course that over 80% of our new laws now originate in the institutions of the EU, it controls most of the major areas of policy, and Britain is well on the way to its intended status of a mere Region of the European Union.

There is a process of harmonisation and integration at work in every important area of policy. In my first term as an MEP I sat on the European Parliament’s Security and Defence Committee. I opposed and warned against how our armed forces are being gradually subsumed into what is eventually intended to become common European armed forces under the direction of the Lisbon Treaty’s, Common Foreign Security and Defence Policy.

In my second term I am a member of the misnamed Civil Liberties Justice and Home Affairs Committee. Here we see clearly how a common European system of criminal law is being created and how our ancient and precious freedoms and protections under English law are being destroyed. Again, I shall oppose it at every step of the way and in the near future I intend to publish a booklet detailing exactly what is happening.

The process of creating a common European legal system is of course long and complex and I can give only a brief overview and summary here.

In October 1999 in Tampere in Finland a summit of the European Council decided to create an area of so-called ‘freedom, justice and security’. The British Government’s representative might have pointed out that we already enjoyed one, but never mind nothing was to stand in the way of the harmonisation of our legal systems.

The Tampere summit decided the milestones needed to create an EU system of criminal law. Key to this is, was the doctrine of ‘mutual recognition’ of judicial decisions. This is the fiction that says that all the judicial and legal systems of member states are equally valid merely by virtue of their being members of the European Union. So a decision taken by a court in Romania or Bulgaria for example is as equally trustworthy as one taken in the Old Bailey. To deny it would probably result in an accusation of xenophobia.

The Tampere programme also set up mechanisms for greater so-called ‘co-operation’ between member states in criminal matters; to extend the powers of Europol, the EU’s nascent police force; and to abolish formal extradition between member states and fast-tack the extradition of criminal suspects.

Interestingly one of the bodies set up under Tampere was a European Police College, situated in Hampshire, to train senior European law enforcement officers. The new Director of the College is a Hungarian, Mr Ferenc Banfi. He reportedly wants to see the creation of a European-wide FBI style police force.

Mr Banfi was a member of the Hungarian Communist Party and a policeman under their murderous communist regime. Speaking of Europol he reportedly told the Daily Express on 29th August that, “It is only a question of time before Europol will have executive powers; it maybe five or ten years but it will happen”. Europol doesn’t yet have the power to arrest anyone directly but Mr Banfi thinks they soon will, and he’s an expert so we should pay attention. Remember that under Europol’s legal basis its officers have almost complete immunity from anything they do or say in the course of their duties. A privilege not even extended to the Soviet Union’s NKVD during the height of Stalin’s terror.

The excuse given for all this is the need to combat the ever present threats of terrorism and organised crime. These threats exist of course but our vulnerability to them is often in no small way a consequence of our membership of the European Union. The loss of control of our own borders has resulted in an influx of vicious organised criminal gangs from Eastern Europe and elsewhere. We now have slavery on British soil for the first time in more than two hundred years because we cannot exclude people smugglers slave-masters from entering Britain. If they are EU citizens they have a perfectly legal right to come.

But is it typical of the European Union that having created a problem it says that the only way to solve it is to give itself even more power.

Now let me tell you how the creation of this now system of criminal law affects us directly. First there is one important point to emphasise in comparing English and continental legal systems. Under the English system sufficient evidence has first to be gathered by the police before a charge can be laid. And under Habeas Corpus the accused must be brought before an open court to be committed for trial.

Under continental systems a Magistrate may remand a defendant in custody on the strength of an accusation alone while an investigation is carried out. This investigation may take months or years while the accused languishes in prison. It may or may not even result in a charge being made, let alone a trial.

The European Arrest Warrant became law in January 2004. I wrote a short pamphlet about this in 2005, and I am sorry to say all the dangers I warned of have been exceeded in practice.

Under a European Arrest Warrant the extradition of a British subject has been reduced to a mere bureaucratic formality. Under an EAW there are thirty-two categories of offence. Some of these are not even specific offences under English law. For example you can be accused of corruption and swindling. Well many of us might take the view that many members of both Houses of Parliament are corrupt swindlers but under English law unless they are charged with a specific offence they are safe from prosecution.

Not so under an EAW. Provided that the paperwork has been correctly completed and minimal information given about the alleged offence, then no prima facie evidence can be considered by the court requested to rubber-stamp extradition.

This Ladies and Gentlemen is the crux of the matter. The court granting extradition has no right or power whatsoever to consider the evidence against the accused person and in order to satisfy itself that there is a proper case to answer. They have almost no power to refuse extradition. Indeed even the Home Secretary has no power to intervene, as they once had, even if it is glaringly obvious that a grave injustice is being done. Extradition has been reduced to the mere export of the carcases of accused persons.

And there is much more to come. On the 27th July the Coalition Government announced that it was opting-in to the European Investigation Order. This new measure is intended to allow any EU member police force to require a British police force to investigate and gather evidence against a British citizen on its behalf, even if the alleged offence is not a criminal matter in the UK.

The British police could be required to carry out surveillance, interview suspects or witnesses, obtain information or intercept telephone and email communications and monitor bank accounts; they could be required to obtain and analyse DNA or fingerprints and send the information to foreign police forces. The British police would have no power to refuse.

The current Coalition Government could easily have declined to opt-in to the European Investigation Order but instead they heartily embraced it. The Home Secretary, Theresa May said that the Government had opted-in because, “we have the opportunity to influences its precise outcome”. This is not true. We cannot precisely influence the outcome because it will be decided by a Qualified Majority Vote and we cannot then opt-out even if we want to.

The next step on the agenda is that of Trials in Absentia. Under an EU Framework Decision Trials in Absentia must be transposed into UK law by 2011, or 2014 at the latest. This will mean that a British citizen can be tried in their absence in another EU country and if found guilty the British police will have to arrest them so they can be dispatched to the member state concerned.

The convicted person cannot argue that they did not return to the relevant country because they did not trust the legal system, in let’s say Romania or Bulgaria, to give them a fair trial, or that the charges against them lack evidence, or were fabricated or corruptly laid. Under the principle of mutual recognition all EU legal systems The British court will have no power to protect them.

Now I may appear to be picking on Romania and Bulgaria but with the best will in the world we cannot accept that their police, judicial and legal systems are up to same standard as ours. Bulgaria is widely accepted as being institutionally corrupt and where the government is largely in the hands of organised crime. But never mind, they are an EU member and they have signed the European Convention on Human Rights so as far as our Government is concerned everything must be OK.

Lastly we have the Framework Decision on the mutual recognition of Financial Penalties and Confiscation Orders. This means that member states can impose fines on other states citizens, and the fine will have to be collected by the home state of the offender. The offences include road traffic offences down to a level of €70. So our old friends the Bulgarians, or any other EU state, can require the British authorities to collect fines from British citizens, and again and it’s no use appealing to a British court if an injustice is being done.

The creation of a European system of criminal law is well under construction. It is taking shape with: a European Public Prosecutor; Europol, its own police force; the Euro Gendarmerie, its own paramilitary police force; the European Investigation Order compelling British police to investigate their own citizens on behalf of foreign states; the European Arrest Warrant enabling citizens to be transported across borders with the minimum of fuss; and the ability of one state to collect fines and confiscate assets across borders. If this doesn’t look like the creation of a police state then I don’t know what does.

Let me return to the European Arrest Warrant. Since 2004 there have been over 1,100 people extradited from the UK. Most were foreign citizens being returned to their own countries. Over 100 were British citizens. We know the stories of some of them. They were the ones with articulate and vocal family and friends to speak up for them. What of the ones who had no such champions in their cause? What was the justice of their case? What was their fate? Who knows? The British courts were forced to wash their hands of them. They were consigned like parcels to foreign prisons.

Now let me make it plain that I do not want to protect genuine criminals from justice. But the function of the law and the courts is as much to protect the innocent as convict the guilty. Consigning someone from their own country to face justice in a foreign country is not something that should be done lightly but only where our courts are convinced there is a proper case to answer. They no longer have that power.

I worked closely on the case of Andrew Symeou a 19 year old London man accused of manslaughter in Greece. I was the only London MEP that responded to his family’s pleas for help. I sat in the court listening to his appeal. It was obvious to the Appeal Court Judges that there was no real evidence against him and what there was appeared to be fabricated by the Greek police. But they were powerless to consider it.

They did the only thing that they could which was refer the appeal to the House of Lords on the basis of asking if the apparent fabrication of evidence amounted to an abuse of process of the EAW. The House of Lords, in what must be one of the most despicable decisions in its long history, refused to even hear the case on the grounds it “did not have an arguable point of law of general public interest”. So it became official. The highest court in the land did not think it of general public interest if one of our citizens is consigned to a foreign prison system on trumped up charges.

Mr Symeou was then extradited to Greece where he spent eleven months in remand in the hell-hole prison of Korydallos. A prison cited by Amnesty International as one of the worst in the world for its inhumane conditions. He was only given bail when his trial began and the incompetent Greek court had forgotten to summon the prosecution witnesses. He still awaits trial.

But there is a positive message here as well. UKIP MEPs have been championing these cases and gaining some publicity for them as a result. For example I have also been involved with the case of the so-called Crete Five, five young men accused of serious assault with no real evidence against them. We could not stop extradition but at least they have been bailed rather than consigned to a Greek prison I believe as a result of the publicity and mounting pressure that has been exerted.

Opposition to the European Arrest Warrant and the other legal measures of the EU criminal law system is a concrete way in which UKIP can demonstrate to the public how the membership of the European Union is destroying our country and way of life.

In particular my colleague William Lord Dartmouth has been closely involved with a number of cases in his region and has worked tirelessly on their behalf. Even going so far as to visit two in Hungary and help secure their release of two accused persons.

At this point I want to introduce some victims of the European Arrest Warrant to give first hand testimony.

Gerard exposes Baroness Ashton

Dear Mr Barroso,

I was unable able to ask you a question today in the chamber. I would therefore like to make you acquainted with certain facts and ask you three questions.

Baroness Ashton was Treasurer for the Campaign for Nuclear Disarmament (CND), 1980-1982.

CND was notoriously secretive about its sources of funding and did not submit its accounts to independent audit; however, after public pressure they were audited for the first time in 1982-1983 (Godfrey Lord & Co). It was found that 38% of their annual income (£176,197) could not be traced back to the original donors. The person responsible for this part of CND fund-raising, from anonymous donors, was Will Howard, a member of the Communist Party of Great Britain.

The Russian dissident and internationally respected figure Vladimir Bukovsky, has shown from his research that the nuclear disarmament campaigns across Europe were largely funded by the Soviet bloc. Mr Bukovsky has proven with hundreds of top secret documents from Soviet archives that the worldwide disarmament campaign in the 1980s was covertly orchestrated from Moscow. The money was channelled through communist parties or other pro-Soviet organisations and individuals.

If therefore seems very likely that the unidentified income came from the Soviet bloc.

If Baroness Ashton did not know where the unidentified income came from she was incompetent. If she did not ask where it came from she was negligent. If she did know that it came from the Soviet block then she knowingly accepted money from a hostile foreign power in order to undermine Britain's and NATO's defence policies.

Anyone who was compromised by the Soviet Union in the 1980s remains compromised by the Russian Federation.

In the light of these facts, my questions are:

1) Do you still believe that she is a fit and proper person to be in charge of the EU's (and Britain's) Foreign and Security Policy?

2) Do you intend to investigate these claims further? If not, why not?

3) The answer to the second question is 'Yes' would you like me to supply you with the contact details of Mr Bukovsky, and others, who can give you more detailed information about this matter?

Lord Kinnock: Serious allegations in the European Parliament EU Reporter

In 2006, London MEP Gerard Batten caused great controversy when he quoted highly placed intelligence sources that denounced Romano Prodi as a "KGB asset" during Strasbourg plenary. His sources included a former deputy head of KGB, as well the dissident and former KGB officer Alexander Litvinenko, who was to pay for his dissidence with his life just a few months later.

Today, in the same chamber, Batten made another allegation citing highly placed sources, using still classified evidence from the archives of the Gorbachev Foundation.Batten stated that former leader of the British Labour Party, and former EU Commissioner, Neil Kinnock approached the then Soviet leader Mikhail Gorbachev during the 1980s to discuss a proposal to halt the Trident missile project.

He invited Lord Kinnock to account for himself, suggesting that if the allegation is true, then Lord Kinnock may be guilty of treason.

These allegations should be viewed in the context of the final years of the Cold War, when the Soviet Union was weakening, and western military superiority helped lead to the dissolution of that polity, and the fall of the Berlin Wall. Batten's allegations seem to suggest that Kinnock's actions could have actually jeopardised the eventual outcome that we are celebrating now, twenty years after the fall of the wall.

"Russian exile Pavel Stroilov recently published revelations about the collaboration between the British Labour Party and the Soviet Union during the Cold War.

Soviet archival documents state that in the 1980s Neil Kinnock, as leader of the opposition, approached Mikhail Gorbachev through secret envoys to see how the Kremlin would respond if a Labour Government stopped the implementation of the Trident nuclear missile programme.If the report given to Mr Gorbachev is true, it means that Lord Kinnock approached one of Britain's enemies in order to seek approval regarding his party's defence policy, and had he been elected, Britain's defence policy.

On the British Democracy Forum a member of Niki Sinclaire's campaign team has been casting doubt on Gerard's ability to lead UKIP.

After I posted a message about how support for UKIP is growing in London a silly boy called Josh Onyons who works for Niki posted a sarcastic response claiming this was not true.

Niki Sinclaire should tell him to refrain from making such stupid comments or a complaint will be made to the returning officer.

01. Mr Zuckerman banned all campaigning on the UKIP internal Forum to no particular purpose other than to shelter them from the real world and explaining and justifying the indefensible.

02. Mr Zuckerman banned all forms of Poll on the forum.

03. Mr Zuckerman in answer to complaints from candidates and members regarding Nigel Farage’s gross intervention on National tv in the leadership election said he had no undue interest in any particular candidate and was at liberty to exercise his right to state his opinion!

04. Mr Zuckerman was more than stumped when it was pointed out that Mr. Farage did in fact have an interest and a large interest as he had acted as the best known proposer to feature on the lengthy list of supporters Malcolm Wood had put together for Lord Pearson!

Mr Zuckerman had to concede he clearly didn’t know what he was taking about.

Gerard Batten attends the plenary sessions of the Parliament in order to oppose legislation harmful to Britain. In 2004 to 2009 he was a member of the Security and Defence Committee and was UKIP’s spokesman on that subject.

In 2009 he became a member of the Civil Liberties Committee, and will devote special attention to the erosion of our civil liberties by the European Union by such means as the European Arrest Warrant, Trials in Absentia, the common recognition of fines and confiscation orders, and the ‘harmonisation’ of member states legal systems.

London MEP Gerard Batten told the UKIP annual conference that the party has been too slow in pushing for radical immigration policies designed for British citizens "and not designed for the benefit of foreigners".

His address was considered one of the highlights if not the best and here it is in full. Enjoy!

Over the last three years I have done a great deal of research to establish facts and figures about immigration. As Chairman of the Immigration Policy Review Committee I delivered a comprehensive policy paper with a twenty point plan on how to deal with the problem. There is only time here to give you a brief summary of my proposals.

As far as it is possible to ascertain immigration to Britain is running at about 600,000 per annum. Allowing for those who leave, the latest figures show this gives a net population gain of about 237,000 per annum; or over one million new people every five years, equivalent to a new town the size of Birmingham.

While illegal immigration is rife, every single European Union citizen has an automatic legal right to come to Britain if they so wish. The Conservative, Labour and Liberal Democratic parties are all enthusiastic supporters of EU expansion. They all support Turkish entry and if that happens, as seems likely sometime in the next few years, 72 million Turks will have the right to come to Britain if they wish.

If we add up the populations of all those countries seeking to join the EU over the next few years we get a figure of over 157 million.

Now not all of them are going to come to Britain but if only one per cent decided to do so that is still over 1.5 million people, in addition of course to current annual numbers of legal and illegal immigrants.

Britain is one of the most densely populated countries in the world. England, where the majority of the British live, is more densely populated that India, China or Japan. And yet our Government does not believe there should be any real limits on immigration.

And amazingly, given their unqualified belief in man-made climate change, they don’t seem to take into account the effect that an ever-increasing population has on our environment and quality of life.

You will all have seen the figures last week when the UK population reached a new high point of 61.4 million people. The Government firmly assured us that the population will not reach 70 million in the years to come.

Well, they should consult what their own Office of National Statistics. According to the ONS figures, on current trends, the UK population will reach over 70 million by 2031, and spiral upwards ever after. Thankfully most of us will no longer be here when England reaches standing room only, but our children and our children’s children will be. If the Labour, Conservative and Lib-Dem parties are still around no doubt there policy will be, “plenty more room on top”.

This population growth can be clearly shown to be driven entirely by immigration and births to immigrants. Without immigration the UK population would stabilize at about 60 million and even slightly decline.

We know from opinion polls and our own experience that the vast majority of people, of all ethnic origins, are extremely concerned by continued mass immigration and want it to be firmly controlled.

UKIP, is not opposed to some limited immigration. But any immigration should be in the interests of the Britain and its citizens not in the interests of those untold millions of people who might want to migrate here.

In my view UKIP has been too slow to propose much needed radical policies and we must now make up for lost time. UKIP’s immigration policy should be designed for the benefit of the British people, whatever their original ethnic origin, and not designed for the benefit of foreigners.

All the arguments in favour of mass immigration are spurious and easily defeated, so I will not spend time here doing that. But let me summarise the problems and propose some solutions.

Since World War II we have experienced immigration on a scale unprecedented in our history. We are now adding to our population by over one million new people every five years.

Millions more will come to Britain through illegal immigration, and through perfectly legal immigration from the European Union.

It is estimated that there are at least one million illegal immigrants in Britain. The asylum system is subject to systematic abuse and hundreds of thousands of economic migrants use it as a means of gaining entry to the UK.

Uncontrolled immigration is driving down the wages of those at the bottom of the economic scale, while at the same time driving property prices up. This has already driven some people into voting for a racist party.

Britain and particularly England are among the most densely populated countries in the world. The continued and unsustainable rise in our population is due entirely to immigration.

A significant proportion of immigrants and their descendents are neither assimilating nor integrating into British society. Encouraged by official policies of multiculturalism we are creating parallel societies: not only with their own traditions and customs but now demanding their own legal systems.

We are witnessing the Balkanisation of the UK with unknown consequences for the future. Academic research shows that on current demographic trends the English will be an ethnic minority in their own country within two to three generations.

Those are the problems. What are the solutions?

UKIP has already made a good start by stating that there should be a five year freeze on immigration until we have the situation under control.

UKIP must declare a clear and unequivocal commitment to end the age of mass immigration. Any future immigration should be on a strict points based system only, such as those operated by Australia and New Zealand. The inexorable rise in population can only be stalled by limited net immigration of less than 50,000 per annum.

Entry to Britain for work purposes should be by work-permit only for limited periods of time, and only where there are proven skills shortages in specific areas of the economy.

People found to be living illegally in Britain should be removed to their country of origin. Illegal immigrants should not be granted an amnesty.

The terms of the 1951 Convention of Refugees should be strictly enforced so that asylum seekers should seek refuge in the first designated safe country they come to, until such time as Britain withdraws from the Convention and replaces it with our own laws for the application and granting of asylum.

We should repeal the Human Rights Act 1998 and withdraw from the European Convention on Human Rights. These have prevented the courts from expelling terrorists, extremists, criminals, bogus asylum seekers and undesirable aliens.

There should be an end to the promotion of multiculturalism by local and national government. It is divisive and recipe for future conflict. While individual cultural and religious practices should be respected they should also be private. We should seek to integrate and assimilate existing immigrants into a culture of loyalty to and respect for a common set of political and legal institutions. There must be no place for the official recognition of Sharia law.

We must regain control of our borders and who enters. It will come as no surprise to any of you here to know we cannot do any of these things until we leave the European Union first.

In conclusion: We all know immigrants, and the descendents, of immigrants who are hard-working and law-abiding: people who contribute to the economy and are valued members of society. Many such people are just as vocal in their criticism of the current immigration and asylum shambles as anyone else.

We are not anti-immigrant or anti-immigration, but now is the time for UKIP to be bold. Now is the time for UKIP to say what the vast majority of the British people want to hear.

The electorate has given UKIP another five-year term for our 13 MEPs. They have put their trust in us again. We must not let them down. Now is the time for UKIP to speak up for those people who elected us to speak for them.

Now is the time for us to speak up for our country.

Gerard Batten (born 27 March 1954 in London) is a Member of the European Parliament for London for the United Kingdom Independence Party (UKIP). He was first elected in 2004. He sits as a member of the Independence and Democracy Group.

He was a founder member of UKIP in September 1993. He was the first Party Secretary from 1994 to 1997. He has fought local elections, a by-election, a European election, and two general elections as a UKIP candidate. As well as his seat in the European Parliament he is a member of UKIP's National Executive Committee.

Batten was appointed a member of the European Parliament's Subcommittee on Security and Defence in July 2004, and shortly afterwards was also appointed UKIP's official spokesman on Security and Defence. In this role, he has attacked the Labour government's plans to introduce Identity Cards.[1]

Before becoming an MEP he was a salesman for British Telecom for 28 years.

At the 2007 UK Independence Party conference, he was selected as the party's candidate to contest the London mayoral election, 2008.[2]

In April 2006, Batten stated that a London constituent and former FSB agent, Lieutenant-Colonel Alexander Litvinenko, had been told that Italian Prime Minister and former President of the European Commission, Romano Prodi, had been the KGB's "man in Italy", demanding an inquiry into the allegations. Batten told the European Parliament that Litvinenko had been warned by FSB deputy chief General Anatoly Trofimov that there were numerous KGB agents among Italian politicians, and that "Romano Prodi is our man in Italy". According to the Brussels-based newspaper EU Reporter on 3 April 2006, "another high-level source, a former KGB operative in London, has confirmed the story."[3] Among the most serious claims, by Batten's account, is that Prodi assisted in the protection of KGB operatives allegedly involved in the assassination attempt on Pope John Paul II in 1981. The Italian parliamentary commission, the Guzzanti Commission, later concluded that KGB and GRU (Soviet military intelligence) did indeed attempt to assassinate the Pope.

On 26 April 2006, Batten repeated his call for a parliamentary inquiry, stating that: "Former, senior members of the KGB are willing to testify in such an investigation, under the right conditions... It is not acceptable that this situation is unresolved, given the importance of Russia's relations with the European Union."

On 11 November 2006, Lt Col Litvinenko was admitted to hospital with suspected poisoning after eating at a London restaurant and died on 23 November 2006. The police later concluded he has been poisoned with polonium - even a small dose of it is sufficiently lethal. Anatoly Trofimov was assassinated by unknown gunmen in April 2005.

On 22 January 2007, the BBC and ITV News released documents and video footage, from February 2006, in which Litvinenko made the same allegations against Prodi.[4

A recent message from Gerard

As a member of the Europe of Freedom and Democracy Group in the European Parliament I am very proud to have contributed funds, along with all my UKIP MEP colleagues, from our information budget to pay for a leaflet which has been sent to every home in Ireland informing the Irish people of the truth about the Lisbon Treaty.

Having rejected the Lisbon Treaty once already the Irish people with a ‘No’ vote the Irish people are now being required to have a second referendum on 2nd October so that they can reach the only decision that is acceptable to the European Union which is of course a ‘Yes’.

The Lisbon Treaty is of course just the old European Constitution under a new name. The Constitution was roundly rejected by the French and Dutch in their referenda in 2005.
